Russia has reportedly a new head of ground troops. He led the bloody “meat grinder” attack in Ukraine.

Russian President Vladimir Putin appointed a new commander of Russian ground forces, who participated in some of the most brutal battles in the war.

Colonel Andrei Modvichev replaced General Oleg Sarikov on Thursday, according to state-controlled Russian exports Izvestia.

The War Institute said Friday that Modvichev's report appointment represented his preference for “grinding, highly consuming, infantry-led attacks” and said it showed that the Kremlin “is designed to institutionalize these strategies.”

After the report's appointment, military analyst Yan Matveyev called him one of the main initiators of the method.

Mordvichev had previously stated that Russia's invasion of Ukraine was “just the beginning.” Newweek reported at the time that in an interview with Russian state media in 2023, Modvichev said the war “will not stop here.”

As deputy commander of the Central Military Region, Mordvichev also presided over Russia's captive of the coastal city of Mariupol in 2022, one of the most brutal sieges of the war.

The battle was estimated to kill more than 8,000 people, ending with Russian troops occupying the Azovstah Iron and Steel Plant where Ukrainian troops lasted for two months.

Mordvichev was also occupied by the strategically important Avdiivka in February 2024.

Ukrainian officials say Russia lost more than 30,000 soldiers from killing or injured cities in the way of its infamous “meat grinder”, a method that grinds resistance as much as the wave of infantry attacks.

The London Times reported that Moldevichev's reputation has grown steadily and Chechnya Republic leader Ramzan Kadyrov was accepted by the “Best Commander” when he was promoted to the Central Military Region last year.

In 2022, Ukraine claimed to have killed Modvichev in an air strike near Helsen, but he later met with Kadyrov.

According to the Sanctions Database Open, he has been subject to several European sanctions.

Salyukov became the commander of the ground forces in 2014, only a few days before his 70th birthday, when he would quit service.

He is moving to senior posts in the Russian Security Council under the Presidential Decree.

Provocative appointments during peace talks

It was reported that when the two sides held peace talks in Istanbul.

Talks that began on Friday were left to low-level officials after Putin refused to attend in person. According to the ISW, Russian officials include many people who have engaged in futile negotiations in Istanbul in 2022.

Some European allies in Ukraine criticized Putin's failure, which Estonian Foreign Minister Margus Tsahkna described as “a slap on the face”.
